Voluntary Statement
M&apm;S On-Time Services Ltd does not currently meet the turnover threshold under Section 54 of the Modern Slavery Act 2015 requiring the publication of a statutory modern slavery statement.
However, as a responsible payroll and employment administration provider, we are committed to operating ethically and transparently. We have chosen to publish this voluntary statement to demonstrate our commitment to preventing modern slavery, forced labour, human trafficking, and labour exploitation within the scope of our business.
Our Business
M&S operates as an umbrella and payroll company providing employment administration services, primarily within the construction sector.
Our core activities include:
- Employing workers under PAYE arrangements
- Processing payroll and statutory deductions
- Submitting tax and compliance information to HMRC
- Providing employment documentation and support
M&S does not operate construction sites, supervise workers on site, or control day-to-day working conditions at client premises.
Our Supply Chain
Our supply chain primarily includes:
- Recruitment agencies
- End clients
- Professional advisers
- Payroll software providers
As a payroll-only organisation, M&S does not manage site operations or labour practices at client locations.
Risk Awareness
The construction and labour supply sectors can present increased risks of labour exploitation due to:
- Complex labour supply chains
- Use of temporary or migrant labour
- Intermediary arrangements
M∓S recognises these risks and takes proportionate steps within the scope of its business model to mitigate them.
Our Approach to Prevention
Although we are not legally required to publish this statement, M&S has implemented reasonable and proportionate measures to reduce risk, including:
- Verifying worker identity and right-to-work documentation
- Operating transparent PAYE payroll processes
- Refusing to participate in disguised remuneration or exploitative pay models
- Conducting proportionate supply chain due diligence
- Maintaining whistleblowing and complaint reporting procedures
We will not knowingly engage with individuals or organisations involved in unlawful or exploitative practices.

To support fair treatment of workers, M&S:
